Mayo Local Employment Service (LES): Our Services to Clients include:
Mayo Local Employment Service is a countywide programme. Mayo North East manages the Local Employment Service on contract from FAS. The LES is designed to meet the needs of the long-term unemployed in accessing job placement, education, and training or work experience opportunities. Our main role under the LES is to encourage unemployed people to gain a foothold in training or employment and improve their quality of life. Our staff on the LES works on a one-to-one basis in a confidential and relaxed environment to assist clients in choosing the right job/training for them.

Back to Work Enterprise Allowance (BTWEA) This is a scheme that is funded by the Dept of Social Protection and clients are assisted on to the BTWEA by the LEADER Partnership Companies like Mayo North East. Individuals in receipt of certain social welfare payments who have a business idea and would like to become self-employed may apply for assistance from the Back to Work Enterprise Allowance scheme. The Scheme encourages people receiving certain social welfare payments to become self-employed by allowing them retain a percentage of their social welfare payment for 2 years. Mayo North East assists applicants to the scheme by advising on preparing business plans, and paperwork requirements (legal, accounting etc.).
Mayo Folklore Local Training Initiative
Mayo Folklore Local Training Initiative, located in Foxford Sports & Leisure Centre, are now recruiting:
The programme offers accredited I.T. training. Participants will have the opportunity to complete ECDL Core / FETAC Level 3/FETAC Level 4/ ECDL Advanced accredited Modules in IT. Programme Coordinators are responsible in assisting the learner to devise a personal learning plan to assist their progression to suitable further education or the labour market. Placements are full time over a period of 11 months and trainees receive the basic FAS training allowance. A great opportunity to learn those computer skills that you wish you had!
· Participating trainees must be over 16 and unemployed.
· Persons in receipt of the social welfare payment will receive the FÁS training allowance in lieu of their S/W/ payment.
· Persons not in receipt of a payment can participate on the programme but will not receive the FAS Training Allowance.
· The programme is free of charge to any eligible participant

The Local and Community Development Programme is managed in the North and East Mayo area by Mayo North East LEADER Partnership. It is provided under contract to Mayo North East by Pobal on behalf of the Department of Environment, Community and Local Government. It is the successor to the Local Development Social Inclusion Programme and the Community Development Programme and forms part of the National Development Plan 2007-2013. The Local and Community Development Programme aims to tackle poverty and social exclusion through partnership and constructive engagement between Government and its agencies and people in disadvantaged communities.
Mayo Job Initiative
Mayo North East manages the Mayo Job Club on contract from FAS; it was established in 2005 and operates on an outreach basis throughout the county. It aims to help participants plan and actively work towards targeting and securing the best possible job. A Co-ordinator assists Job Club participants to become job ready by preparing them for interview situations and assisting with CV preparation among other items as outlined below.
Back to Work Enterprise Allowance Scheme Eligibility Criteria
You may avail of the Back to Work Enterprise Allowance if you are:
1. Setting up as self-employed in a business that has been approved in writing by a Job Facilitator.
2. Getting a Jobseekers Allowance for 12 months or other qualifying social welfare payment (See the Department of Social and Family Affairs Website)
Short-term Enterprise Allowance
There is no qualifying period for this allowance. Applicants may get immediate access to the allowance but must meet the qualifying conditions. To qualify, applicants must have an entitlement to Jobseeker's Benefit and have either 104 contributions paid in the past 2 years or qualify for statutory redundancy. The Short-term Enterprise Allowance will be paid for a maximum of 1 year. It will end when entitlement to Jobseeker's Benefit ends (that is, at either 9 months or 12 months).
Rates
Participants qualifying for this scheme would be entitled to keep:
Up to 1 May 2009: 100% of social welfare in year one, 75% in year two, 50% in year three and 25% in year four.
From 1 May 2009: 100% of social welfare in year one, 75% in year two (including increases for a qualified adult and qualified children. Max 2 years).
Short-term Enterprise Allowance: 100% of social welfare payment including increases for qualified adult and qualified children for a maximum of 1 year. (It will end when entitlement to Jobseekers Benefit ends - either at 9 or 12 months)
Secondary Benefits
Participants in the BTWEA may keep any secondary benefits (apart from Rent or Mortgage Interest Supplement) for the duration of receipt of the Back to Work Enterprise Allowance or Short Term Enterprise Allowance provided household income is less than €317.43 gross per week.

Furthermore, participants may qualify for other financial supports to assist in the setting up of the business such as grants and loans.
Mayo North East manages the Mayo Folklore Local Training Initiative on contract from FAS. The Mayo Folklore Local Training Initiative is located in the Foxford Sports & Leisure Centre and was established in November 2004 with a dual function. The initiative aims to gather folklore material from County Mayo while delivering accredited computer training to those participating on it.
To date the initiative has been very successful. Over 100 hours of recordings have been gathered, some of which are showcased in the successful publication Clew Bay Folklore, Bealoideas Cuan Mo, which is available at most local book shops. Ultimately the collection will be presented to the national archives for public access.
The second aim of the project is to deliver accredited IT training in a non threatening environment. The initiative has proven to be very successful with many participants returning to further education on completion of the course or attaining gainful employment. LTI participants work a full week schedule (9am-5pm Monday to Thursday and 9am-12.30pm on Friday).
Local and Community Development Programme (LCDP)
Target Groups/Areas
The LCDP prioritises marginalised people and groups within the most disadvantaged communities, which means that it targets those furthest from access to education, training and employment, and those at highest risk of social exclusion. The programme will continue to work with the target groups/areas and issues as prioritised under the previous programmes based on an identification and demonstration of analysis of local need.
Programme Goals
1. Promote awareness, knowledge and uptake of a wide range of statutory, voluntary and community services.
2. Increase access to formal and informal educational, recreational and cultural activities and resources.
3. Increase people’s work readiness and employment prospects.
4. Promote active engagement with policy, practice and decision making processes on matters affecting local communities.

The Job Initiative Programme was established in August 2000 to encourage employment of individuals returning to the workforce. The aim of the programme was to place workers in employment situations whereby after 3 years they would be offered employment on a fulltime basis. In Co. Mayo, most sponsors were in the community and voluntary sector so fulltime employment was not possible.
The Mayo Job Initiative is managed by Mayo North East on contract from FAS.
The JI Programme offers training as well as work experience. Originally, forty fulltime workers joined the Programme; at present there are twenty workers and a moratorium has been placed on recruitment for the past number of years.
Through the Job Initiative, Mayo North East supports seventeen groups through the provision of a worker.
The programme is a countywide programme and operates throughout Co. Mayo. One full-time Co-ordinator Pat Nealon is based in the Mayo North East office in Foxford with payroll, audit and administration functions also carried out by Mayo North East.
The Job Initiative Programme differs from Community Employment in that it is a fulltime programme and has a separate pay scale with increases/decreases linked to social welfare increases/decreases.

Mayo Job Club
The Job Club operates a 3-week training course in venues around the county. Approximately 11 clubs are held each year. It facilitates learning of essential job seeking skills by encouraging members to work together as a group and share experiences with each other. Additional support is offered to individuals who may need extra tutoring. The Job Club is for unemployed people who are genuinely interested in getting back to work. It gives participants the opportunity to get together with people who have similar issues, allowing members to talk freely in comfortable surroundings.
The Job Club is a FREE fully confidential service. A small payment is made to participants towards travel costs and this will not affect any benefit payments.
